Implementation of Health Protocol Discipline Policy in Tripartite Industrial Relations Activities as a COVID-19 Preventions Effort in Pasuruan Regency, Indonesia

Abstract

The potential for the spread of COVID-19 through the industrial relations negotiation activity chain requires special attention considering that Pasuruan Regency is an industrial area development area. Efforts to control the spread of COVID-19 through discipline using health protocols in every sectoral activity in Pasuruan Regency are regulated through the Pasuruan Government Regulation Number 36 of 2020 concerning Guidelines for the New Normal Order in COVID-19 Pandemic Conditions. The purpose of this study is to analyze and describe the effectiveness of the implementation of these policies in the tripartite industrial relations agenda in Pasuruan Regency. This research is a qualitative study through a case study approach with the observation method. The theoretical approach used in this research is the Edward III policy implementation model approach, with a qualitative descriptive research type. The results showed that the implementation of the health protocol discipline policy in tripartite negotiations in Pasuruan Regency was considered to be running well. Health protocols on the implementation of tripartite industrial relations activities in 2020 in the conditions of the Covid-19 pandemic were able to adapt to the new normal and succeeded in preventing the occurrence of new clusters of COVID-19.
